Governing Structure
The organization has four levels of governing authority, emanating from the ward to the national level:
National Governing and Policy Making Board
Comprises all 47 County Chairmen, who must be members at the ward level.
County Committee (Implementation)
Members must have served as Sub-County Chairmen, with one appointed as the County Chairman (must be a member at the ward level).
Sub-County Committee
Brings together all the Ward Chairmen, with one appointed as Chairman based on character, consistency, loyalty, and being a team player (must be a member at the ward level).
Ward Committee (Mobilization & Vetting)
Consists of three clergy members from zones and villages, along with local officials (Chief, OCS, ACC). This is the level where mobilization and vetting take place.

Why Register with HEA?
HEA is the only body umbrella for pastors and churches that has a listening ear and a relationship with government administration (and is not political).
It embraces prayers and supports pastors through the "Basket of Fruits" program, which cushions members when they are in need.

Good relationship with local administration and Kenya police to improve community services, recognizing members as essential service providers.
Allows administrators to be part of the committee from the ward to the national level.
Opens a channel of communication between the government and churches, providing first-hand information from the government.
Gives vulnerable groups opportunities to grow economically.
